Chosen Solution
The USB port is damaged. I was able to plug it in after messing with it. It started to charge but I unplugged it and then back in. Now nothing happens and it will not turn on. The model number is CE0168, 16GB.
Take it to a reputable phone repair shop to get the charging port replaced.
