Chosen Solution
I initialized my PS4 while it was not connected to the internet (I have moved recently and so this was not connected to the network at my new house) and afterwords it would no longer boot into the OS. I tried to use safe mode to install over USB, but the console would still not boot after this either. I tried installing the update over Ethernet, still no boot. I have tried initializing the drive multiple times, as well as trying different drives. Still, the console will not boot. Is there something I can try that may help? A quick note on some things that I have noticed: After it shuts down, pressing the power button makes a beep but no light comes on, pressing it a second time is when it bootsInstead of rebooting, the console seems to shut all the way offThe system firmware process does not halt or stutter at any point. However once it is finished the console just shuts down as opposed to restarting (as stated above)Both hard drives I tested have 100% ok SMART checks Thanks in advance to anyone who has any answers.
So for some reason, hitting the ps button during boot was enough to fix this. I have no idea what was happening, and I had even tried that before, but now all of the sudden it seems like it works absolutely fine.
