I am tempted to buy a phone which needs a screen replacement and from the sounds of it a new front camera because the image is blurry. the buy says that face id used to work but when the camera went blurry it stopped. Does changing the front camera brick face id?

Yes, it does. It is a very stupid measure by Apple.

A DIY replacement will render face ID lost. But a micro solderer will be able to repair/replace the dot projector which is usually what fails for face ID.
