Okay, so I have an Iphone 4 that I KNOW was working. I switched phones and gave my old phone to daughter’s boyfriend. He opened an account with the same provider, I know this phone is not jailbroken, nor is it a provider issue. When I stopped using this phone I wiped it to factory, and nothing has been done to it since. I do know the wifi is not working on this phone, but it was activated in the past without wifi and worked fine (just expensive). I put in his SIM (SIM has been tested in a working phone and works fine) but once connected to Itunes to complete activation the error in Itunes reads “The Iphone could not be activated because an unknown error occurred (0xE8000004). Please try again later.” Please help!
I fixed it!!! Step one, down graded the IOs by following these steps to the letter http://www.geeksn0w.it/GeekGrade/downloa…. I had to do it twice ans 5.1.1 was too far back and failed, but 6.0.2 worked great. Step 2, activated phone through Itunes. Step 3, did an update to current software using Itunes to get rid of the tethered boot. Works like a beauty - except for the broken wifi, but that’s another issue for another day!
If wifi is greyed out then phone will not activate even tho it says connected to iTunes it still won’t accivate because of the greyed out wifi. Until Apple stop signing firmware for the iPhone 4 I’m afraid it’s bricked til then Had a iPhone 4 with same problem and spent a full day trying to figure out with no joy
You can downgrade but if the shsh blobs weren’t saved then you will have to downgrade to a teathered jailbreak.. It’s possible to do but will take a while as numerous programs are needed on a laptop

OK guys since y’all know your stuff I will let you know I have FINALLY just FIXED mines after oh so long, reading through all of your methods & issues, well turns out that it is a hardware over software issue so after downgrading, upgrading so many times after another as you have probably done so already, I noticed that WiFi will come and go every time I booted on the latest version iOS 7.1.2 & of course I tried to activate it since I know it was unlocked already but still iTunes came back with an error that there was something wrong with my iPhone & to take it to a service center which some of you might be familiar with already, so since I noticed that WiFi coming & going I decided to leave it on my favorite iOS 5.0.1 GeekGrade .ipsw and so happens today I tethered booted but WITHOUT SIM CARD & SIM TRAY everything came back WIFI +CELLULAR+ BLUETOOTH :D that is what has just worked for me hope it helps anyone ;)
