currently i am using iPhone 6 IOS 9.1 but here the problem that touch id is not woking.i want to downgrade iOS 9.1 to IOS 8.3.Is it possible that iPhone can be downgrade/restore if touch id is not working..please help me out????

Sorry but you won’t be able to downgrade to that version or any previous version at the moment. You can only restore / upgrade to 9.2.1 for now. Apple has blocked downgrading to previous versions as usual.
