I had a “Fat” PS3 with a 20GB hard drive that I replaced with a 500GB drive. That system broke and I now have a new (refurbished) “Fat” system with a 20GB drive. Since the old system is broken, I cannot back up my data on the 500GB drive, so when I put it in the new system it says it needs to be formatted. Is there any way that I can use my data on the new system?

Chris B, No, you can’t. The data on the PS3 HDD is encrypted and keyed to the particular PS3 that created that data. Without that PS3 working, there is no way to access that data. If you want your data back, you have you revive your old PS3. Hope this helps, good luck.
