You will have to take it to someone that does microsoldering as it’s most likely the touch IC chip gone bad as you have already tried a new screen. Sometimes replacement screens can be faulty (Dead on arrival / DOA). You might want to take it to a repair shop to try another screen just to rule out a bad replacement screen. After that take it to a micro soldering technician to get them to replace the touch IC chip which is on the logic board.
