When I plug it in, it recognizes it’s plugged in, says it’s charging, has the lightning bolt by the battery, but doesn’t actually charge. The battery life slowly goes down like it’s not even plugged in. This iPhone was water damaged, but I dried it with silica gel and got it to boot up again. I cleaned it with isopropyl alcohol, swapped out the battery and dock connector with tested working replacements, but the problem still persists. What else could be causing this if it’s not the battery or the dock connector? Could it be that the battery connector on the motherboard was shorted? Thanks!

Tom, it is possible that the water damaged the charging coil or the “USB fuses” check with a multimeter for continuity.
