I was replacing my iPad mini 1st gen digitizer and I took the LCD out to clean it. One I connected the LCD it wouldn’t turn on. So I put a flashlight on the screen and I could see the screen. The iPad it’s self works. Would it be board level repair or just a new LCD?

You probably disconnected the LCD while the battery was still connected. That can cause the backlight filter to blow. This does require a micro-soldering repair. It may be the LCD but the only way to know would be to probe the backlight filter to see if you have the proper voltage getting through to the LCD.
